I haven't admin account for office I am login in to user account and then install online right now. You need to acquire a license from a vendor, try amazon or a reseller, you can buy the version and still download the offline installer to your computer. But to download through office , buy a license, login to the portal and then download the software. Its real simple. In order to download the software from Microsoft , you need a Microsoft license.

If you have a license, you can go to portal. If you can't you need to purchase a license. Then, once installed the software needs to be activated from time to time with an email address that has a license so if your thoughts are to download the software unlicensed, and then take it home and use it off line, that's not going to work because the software will disable itself.
